I'd definitely differentiate between arcane casting ability vs a wizard. A ranger has arcane casting ability, as do priests of a few deities.

Going back to the original question, there are plenty of options to the one having their holding reduced.

Agitate.
Contest.
Withhold spells.
Rule Holding back up.

Having law support (50% or 100%) does help to alleviate those issues.

For secondary+ generations I'd have a higher level requirement than 5...as it is, an academy and an adventure and it's a free blood point basically.

Self-occupation isn't the best idea to begin with. Usually other methods are pursued prior. How often has it been done in current game? On a side note, if making self-occupation worse for loyalty -- it should not impact loyalty as much if removing sources. The argument about temples, guilds, laws is...
