In either setting, there would be no possibility for ruling provinces, except/unless a province had dropped in level due to plague or war, then rule province could be used to restore levels. A shower idea I had for the next game, inspired by Apollyon's blessing-to-curse move, would only work if you're using a point-buy for characters or domains I think but would be to generate a list of flaws domains could have in exchange for an initial starting point. Some of them could be realm flaws...
