Is any XP awarded for addressing non-adventure random events?

For festival random events, do you have to take an action to be able to throw gold at it or is using gold on it a free action? If you do nothing, does it still roll for what happens and there's a decent chance you get the good result (12+)?

I would be very opposed to changing that. To me, it would be like saying anyone could cast low level realm spells.
