It would age all party members by one year. Adds +2 to EPL for any adventure.

It ages a Sidhe (elf) as well, but one year is a drop in the bucket for them.

The number of hits taken is the way that handles off-limits. The level limit is to get into it, not all members have to have it.

Then yes, ECL items to bring their level up should work.

They're effectively being put into the giant bubble to protect them :)

Contingency is here to stay. Whether a turn is 3 months, a year, two years, etc...doesn't matter. Each action takes a long time to do...they are 9 mths long. Saying Realm Spells can't be contingent is like saying Create Holding or Declare War can't be contingent. Preparing troops and marching takes a long time as well. Developing contacts and resources on the ground to have a sustainable holding...
