No, there's no connection between source level and character level whatsoever. A level 1 wizard can command a level 9 source, they just won't be able to do anything more fancy with it than turn lead into gold. A level 7 wizard can cast any spell so long as they have at least a level 7 source, though...

Many wizard realm spells require a lower character level than source level, so they're nothing to worry about. Some exceptions are Legion of Dead and Raze, which require a level 7 wizard (making it a 4th level spell). If you're at least level 7, you can cast every realm spell regardless. Warding, St...

The provinces aren't clickable, but you can mouse over them to see names, alignments, and realms. The black 'rook' symbols are forts, the white circles are warding spells, the black circle-in-a-circle shows a province is occupied.

Yeah, that's a good point, too. Most of these naval contracts are probably for transportation, anyway, it might be convenient to just assume the natives decide what to put on the ships, if anything.

I think a 25% profit margin is reasonable, though maybe the curve should be flatter. (Not completely flat, since it's a lot harder to raise high tier units than low-tier ones, so there should be a better pay-off.)

It would make more sense to send land units on a land contract than on a naval one, anyway!
If the factions were limited by how much they can afford to pay mercenaries instead of by a fixed 'unit cap', that might help, too.

In practice, units just raise the boarding count of a ship by 2 or 3. Regardless of tier. So I think deploying a unit on a ship should only increase its tier by 1 per +3 boarding count (rounded down), so 3 irregular units would be needed (even on a ship with the capacity) to increase its tier by 2.

The only things lieutenants can do without an action are accompany their regent on an adventure or attend an academy (if they're not participating in an adventure or using an action that turn). Lieutenants can't go on adventures with or without other regents without an action, unless they do it as p...
