If two characters have the same NWP that increase the EPL does this only count once? What about gem cutting do you get +2 if you have the skill twice on two characters? Each NWP can only apply once, but if two characters have it you have two chances to make the check. i.e. RUFUS has Animal Handling...

Or you could introduce Birthright to siege towers and they'd just sit around playing and wait out the siege.

I cannot speak for how others manage their wealth, but The Iron Bank's GB are certainly not "sitting around."

This creates a bit of weirdness for me. Military units can transport resources from a hostile province into yours but can't be assigned to do the same thing between friendly provinces, essentially being a trade route. Can you raid for resources from an unclaimed province? Can the raided resources be...
