The Intermediate Gods were Tier 5, Lesser Tier 4, and Demi-powers tend to be Tier 3ish.

Leadership is factored in as well.
What specific issue is the concern out of curiosity? Having been involved with several battles/wars now, the rules seem pretty decent and easy to enact now with the battle system. Leadership matters. Terrain matters. Troop make up/type matters. Spells matter.

You're right. Everyone should ignore better troops going forward. Please ensure all troops are only of levy quality and no leadership. All ships should be of Longship or Barge quality and without leadership as well. Again, the outliers are the lesser trained, equipped, or led winning (even in those ...

I've been told no previously to stacking same items. If you had golem bane potion and golem bane weapon or golem bane scroll though, they would stack.

I'd think the mercenary piece is a holdover from previous games.
Particularly since Arthur is supposed to assume the throne later. Juan has also indicated buildings stick to the regent line basically. If anyone takes over in Graven who isn't able to use shipyards and custom houses they are SOL.
