It would age all party members by one year. Adds +2 to EPL for any adventure.

The number of hits taken is the way that handles off-limits. The level limit is to get into it, not all members have to have it.

Each action takes a long time to do...they are 9 mths long. Saying Realm Spells can't be contingent is like saying Create Holding or Declare War can't be contingent.
