Each Levy available is equal to a population = 2000 people (ie, 10% of the population is levy-ready)
In Cities, the ratio becomes 5000 people per levy available
Province 3: 3+2+1 = 6 potential levies. Therefore, population: 12,000
City 5: 5+4+3+2+1= 15 potential levies. Therefore, population: 75,000
