Well, it uses where you have trade routes. You need court range to have those trade routes... but more importantly, I think. By turn 10 or whatever, people will probably have range to a good portion of the map anyway.

If a guilder ends his trade route in a custom house that is not his own hee will probably not have the range if the trade route goes over sea.

The owner of the Custom House would have to have range to reach the points he is setting up his spy rings via the Custom House. If you don't have reach... increase your court, or pick a closer trade route location. There is nowhere on the map that isn't less than 8 provinces away from any capital. I don't know, otherwise just plan when you build a Custom House where trade routes are going to go to be within reasonable range...

Haha. There's supposed to be a limit of 2 decrees per turn, anyway. But don't worry, I'm pretty sure absolutely nothing in that thread 'has the force of law'. If they did, it's not clear what that would even mean.

If it helps, think of the exchanges as one on one letters written with no expectation of privacy, and available to the curious, so that their contents would eventually become available to any regent, rather than as SEND: ALL missives delivered to everyone, and expecting responses from everyone. Since that would really be beyond the means of anyone involved, even if each message only cost 10 GP to send.
