It still doesn't make sense for the treasury to interfere with what happens in another province...

I think it'd be better to boost the effect of watchtowers. The best way to stop a raid is to actually cause it to fail, not just turn the success to ash.

True... Could double the watchtower effect, treasury doesnt impact...

To be effective Watchtowers probably need to be +6 DC or so.

For now removed raid prot from treasury and made it 3x watchtower level

Only way a LT could do so would be if the LT was the original heir and adding someone as a 'secondary' in case the regent and LT got whacked.

Otherwise, barring unusual circumstances, the regent would need to attend and utilize the investiture action to establish the claim from them to the newly designated heir.

Logically, he shouldent be able to. rulewise however, I think they can. Pretty sure I ahve done so in earlier games anyway.

Can Secret Holdings remain hidden even if they contest (and potentially, convert) other holdings?

No. If they take obvious actions (ie, contest), they are not hidden.
