Well, you could achieve that by having two adjacent provinces each create a city which you "merge" on each side of a river, say. So two city 10s become a megapolis...

But I agree, the City of Anuire is really only viable as an Imperial Capital. It's symbolic value to Avan/Boeruine likely contributes to it's continued mega-city status.

Is it possible to for example Settle a province to 2 and then raise settlers in the same turn?

In the rules it says you can't RULE a province and raise settlers in the same turn.

You can settle, and then raise settlers, yes.

I suppose you could start with 3 Settlers and theoretically do:

Settle 1, Settle 2, Raise 2 Settlers.. for example.

If there is full law in a province does this negate the loyalty drop from ruling and setling? Or does the law just prevent loyalty drop from medium and severe taxes?

It functionally only impacts the tax effect.

Animal Affinity - Major Question
The rule states:
As a major ability, the character can speak with animals of the totem species. The animal must be within 10 feet of the character. Consider this ability to grant you a lieutenant of your level for all adventures of warrior class.

When on a main adventure can I advance my totem animal to a HD monster equal to my level? Keeping his stats and abilities the same, just advance his HD.

That's typically been how it works. You're 6th-level and the Giant Raven tags along, it's 6 HD. If you're 9th-level and the Giant Raven tags along again, it's 9HD.
