It gives you the skill if you don't have it (if it is a book or similar). However the magic is one-time (but permanent) so only one character can get the bonus.

Why does an ECL item give only half the bonus to a muilticlass character?
If a L7 single class character uses a +2 ECL item he has 9 hits in a random adventure. A 6/6 charcter with a +2 ECL item counts as a 7/7 and would only have 7 Hits.
Isn't that unfair? Or is it cause multiclass chars are considered better?
Or am I understanding something wrong?
Also if I understand it correctly, Armor for example are ECL items and Weapons are EPL? How do EPL items work in the above Scenario, the same?

Multiclass are inherently better. At base they are already +1 effective PARTY level for having a second class compared to single class characters. Not to mention the other domain benefits of collection etc.

They are not acctually 1 more party level, since you only count the class they are. A 6/6 is the same as a 7 character since he potentially brings an extra class.
But in a group with several people and doubled up classes he loses a level.
I get the potential domain benefits. Just a bit weird that Magic Items effect people differently cause they have more classes.

I think there needs to be a balance mechanism to help single class characters or dial back multiclass ones. Reduced magic item effectiveness is barely scratching the surface there, not even close to parallel yet.
