So Anders is the state guild to Hamzaa, Nial is the overlord of the dwarf, so the overlord could take dwarf's regency, give it to Anders who gives it hamzaa in return for Hamzaa giving the gold. There are quite a few overlapping agreements. Maybe some diploamcy adverse people can't do it, but most could.

And maybe Hamzaa and the dwarf would be too sloppy to agree to do it without clearing it with each player in between, but it could totally work.

Regarding Max Level and Tundra...

Does the max level of a province reflect the correct max? Or if the province also says tundra, are we supposed to subtract from the max ourselves? If a province is Pop 5 with Max of 6 and tundra, has the province reached the maximum?

To my understanding that is correct. Tundra is basically just a -1 max province level modifier. I don't think it impacted anything else.

Correct, that is all it should impact. It is -1 to population max. So a province with 6 max normally, is maxed out at 5.
