They count as both humans and elves for this purpose. That's how it was two games ago, at least.

two games ago Rhyel had dwarven provinces that were ruled no problem

Standard language, Culture, and Alignment penalties would apply. The difference can be significant when you cannot bid on the action.

It is not true, anyone can conquer/rule any race. You just have large penalties.

So with selection round 2, do the last persons to pick in round 1 have the first pick maybe? And first in round 2 the last?

If you have a province on an osland and a province on the continent in the same water zone, do they count as adjacent regarding to placing holdings?
