I think a 25% profit margin is reasonable, though maybe the curve should be flatter. (Not completely flat, since it's a lot harder to raise high tier units than low-tier ones, so there should be a better pay-off.)

We can try 8-tier for now, and it seems unbalanced, can move to 9-tier as well.

Was there any conclusion as to adding a troop to a longship to increase the tier?

I'd be against that, a Longship with an extra unit still has one hit and no missile ability. Putting an elite infantry on it doesn't change how quickly it's going to be sunk (although might change how quickly it is boarded/captured). And until now there has been no capturing of ships during a Merc Contract, only loss of them occasionally.

Yeah, that's a good point, too. Most of these naval contracts are probably for transportation, anyway, it might be convenient to just assume the natives decide what to put on the ships, if anything.

Perhaps sending units with ships increases their survivability? Improved boarding means less are captured, but a loss of a ship would also risk the unit.

Is the sees edge summit a free diplomacy action or a full action? Saemund would rather not waste a lot of time sticking his head into a nest of serpents when the decisions are ultimately to be made by others but as a free action I/he could give his view as a wizard.
