No, they don't lose a level from that transaction. They may revolt/rebel, and raise levies, but it does not permanently reduce the province level.

Apparently some people are having trouble believing someone could get to level 11-12. I have already told a couple that I will teach but I am not doing it for free. If you want to send Pyroneous gifts he will show you some tricks. If you do not want to learn that is your prerogative. You can always do as I did and read the rules and discover it for yourselves by making an effort rather than wallowing in self pity at your own lack of understanding. But seriously just a bit of effort to read and a little thought will also open your eyes to the magic of leveling. There are others who know and might show you for free. I, however, am a greedy bastard and want to be paid for it. Especially after the crying of foul from those too lazy to do the work.

If you keep track of your actions and which give what XP as well as your own XP a simple bit of arithmetic at the end of the turn will show you your answers.
