Yup, There will be a pre-turn 1 report. It will also roll taxes, generate (1) RP, etc. Since Taxes are done for the next turn, at the end of the previous one... (ie, Tax for Turn 1 is done at the end of Turn 0 report).

Should we have set taxation level in the preturn setup post?

If it's none, then loyalty will automatically be high in turn 1. If it's low, then a leadership roll will permit that. If it's moderate, then it'll be poor in turn 1 unless a leadership roll succeeds. If it's severe, then the player won't have to start with a province 1 after all.

No, but you can trade them for Resources. Only 2 for 1, though.
