Multiclass can only choose one of Building or is a remnant of prior rule?. All seems to get two on the main rule

Yup, There will be a pre-turn 1 report. It will also roll taxes, generate (1) RP, etc. Since Taxes are done for the next turn, at the end of the previous one... (ie, Tax for Turn 1 is done at the end of Turn 0 report).
