1) It was telegraphed you were going after the same province.
2) Mustering IS a free action so he mustered in his starting province knowing what was coming or he levies his starting province which is level 1.
3) He found allies.
4) He knew if he beat your initiative he would settle the province before you. Even if he didn’t he would need the levies to go after you and probably had a contingency to train them up this turn to attack you next turn if you beat him to settling the province.
5) Since he beat your initiative and settled the province it became part of his realm.
6) When you invaded the newly settled province he could have levied his original province (since it is a level 1) and moved them into the newly settled province as a defensive action which newly mustered/raised levies are allowed to do. Not just in the province raised but anywhere in his realm up to however far they could be moved to one of the defender’s provinces.
7) All of this was possible in the first action.

Yup. Though allies can't move freely into each others' realms until it's made official with a diplomacy action, those are free with the rules we're using. (Still limits future diplomacy, since the number of alliances a regent is in subtracts from the number of free diplomacy actions they can take). The diplomacy still costs money, so they're paying a lot more for this defense than the attack cost (aside from the loss of an irreplaceable unit). Fortunately for the allies, they don't have to use their own treasury to pay for it if they have access to someone else's...

Question on NWP for LTs:
If my LT has a NWP that reduces the cost of making something does it apply to court build actions.
I am thinking of giving my fighter LT Charioteering/Sledding .. just wondering if it applies to court actions or you need to be the regent.

With the skills that grant the LT -1 GB training cost, does that apply to every unit or just the first? He cannot train all that much so probably a moot point.

Did we change the experience from actions?
(asking, since my lvl 1 LT succesfully created a holding but didnt level to lvl 2, that second hitpoints is very much wanted for adventures;)

Isn't create holding 1000 xp and 1500 is needed for lv 2?
