Well a Galleon is province 5, so would make sense an Elite Caravel has same province requirements.
Heavy Caravel needing province 4 would make sense as well, significant improvement on the regular Caravel (more hits, unit and trade capacity).

Quick is for Dhoura, not Caravel. Just included it as the others are all called heavy.

Could base it on the GB cost of the ship. Province 1 for 1 GB ships, 2 for 3 GB ships, 3 for 5 GB ships, 4 for 7 GB ships, 5 for 9 GB ships, et cetera. Then 12 GB shipmonsters would require a level 7 province or some big shipyards.

Yeah, that makes logical sense.

I assume that is prior to skills that reduce production costs? How about each level of shipyard also adds to the effective province level.

Skills that reduce cost don't reduce the province level required. Each shipyard in excess of the required level can produce another ship though.
So a ship costing base of 7 GBs would need a province 4.
If you had a province 3 and a Shipyard II, you could make 2 ships of base 7 GB value. Or 3 ships of base 5 or 6 GBs.

Benefit: Province may build 1 additional ship at a time per Ship Yard level; Province also counts as one level higher for purposes of building ships (ie. province 2 with Ship Yard II can build Roundships).

No, because a province 3 with a Shipyard I could do an 8GB ship.
Would be more accurate as Province Level (x2) + Shipyard Level (x2).
