Half elfling ... It takes 2 settlers to raise a province from 1 to 2... Two games ago a overwrote low level Gnoll provinces with humans... I had a mixture of Anuirean and Brecht...And was able to pick Brecht .. but they were all humans and had the same development track.

Ok can I resettle a level 1 province with two halfing to make the province halfling. Sorry for the wonky plans.

No, you cannot settle in Winter. I was saying yes to converting a province 1 by settling 2 settlers of another race in that province.

I believe the individual random season effects are in play, but not the random number of summers or winters.
