Not Sure Scenarios
Scenario 6: Two Adventures >> Use a Domain Action to send Regent and 2 Lieuts on 1st adventure and have 1 Lieut join the adventure group of a 2nd Regent who is doing the 2nd adventure. (I had never thought this was possible but a few players have suggested it)

What are the rules on road building? Do you need to have a holding on both ends of the road? Or just a holding on one end of the road?

One holding, use one resources, be wood or stone and cost is Average of movement, plus five if cross a river

Regarding: Native Contracts - Naval Work, can I add boarding troops to a ship to increase the tier? Adding something like the troop muster+train value to the ship value?
So a longship (4GB) with an irregular crew (2GB) would have a value of 6 GB and be tier 2?

Hmmm, I kind of like that idea. But I also see avenue for abuse (every ship is the highest tier now!)... the risk of course increases that you lose units... as they'd still be rolled as their base unit for risk of death.

I would worry about putting the super expensive land unit on the longship just to have the boat sink. At a certain point it would make better sense to just do a land contract.

In practice, units just raise the boarding count of a ship by 2 or 3. Regardless of tier. So I think deploying a unit on a ship should only increase its tier by 1 per +3 boarding count (rounded down), so 3 irregular units would be needed (even on a ship with the capacity) to increase its tier by 2.

That may be a better approach, and limits the abuse-factor.
