Potential Losses (p48)
A regent who fails to address a random event or hostile action, or violates his alignment, may lose some of his accumulated RP. Violations are cumulative; two minor infractions in the same domain turn quality as a major loss; two major infractions as a Catastrophic.

A failure to uphold your liege duties is also a Major Loss.
Effect: Lose 1d4+1 points of bloodline strength, and 50% of your RP.

Your people give you their fealty and expect you to keep them safe. The land and the king are one... We are all dying....what sins did the king commit? We have lost faith in him his reputation has taken a hit, respect for him plummets, and we will be less likely to obey his commands. (Blood and RP loss)

Only theocratic regent have ever cured a plague. Hard to imagine a fighter regent being held to that duty

Maybe, as a stretch, not closing trade allowing the plague to spread? Seems very situational for that eventuality

As I said there should be other ways to get rid of a plague then only bless. I am not saying it should be painless :P

Levy the province down to zero, wait a few turns then unlevy?

You could indeed Levy the province to protect some levels of it, and move the levies out. As it is, plagues don't make armies "contagious."
