You could indeed Levy the province to protect some levels of it, and move the levies out. As it is, plagues don't make armies "contagious."

Why would you do that? Plague does not reduce the province level or?

Maybe a self-imposed quarantine could be a possibility? Takes a decree from the law regent, no holdings produce GBs during the turn that the quarantine is in place, trade routes running through the province are cut, plague hits but only lasts for a turn and doesn't move provinces. Maybe make it so that hidden holdings have the option of whether to comply or not, and if they don't the quarantine doesn't work. That would also help to create a nice tension between guilds and others, who might oppose quarantines because it would hurt their businesses (by cutting trade routes, meaning they had to rebuild them).

Having the province and holdings not produce RP during the quarantine as well could make it a heftier price - more in line with being a worse alternative to bless for those who lack access to bless.

No GB/RP generation for a season (to include no trade in/out) seems like a great response for those lacking (or not wanting to use) Bless Land.

Problem is that by spreading to 1-2 provinces a turn this will be a wildfire which will affect everyone soon. Even if you keep the plague out of your province by bless it will come from neighbouring realms so you will have to cast bless land each turn.

Bless Land can affect more than one province. Just spread your temple into neighbouring lands, problem solved.
