Our bloodline are they from the old gods or from our new? We all have a bloodline and are getting abilities from that. The new NWP is it from the new requirements or the old ones?

They are from whatever bloodline you have.

No, the building cannot be used in that situation. It is likely that for example, a Cathedral V with a Temple 5, in a province 5 that is levied, should also lose the Cathedral V if the Temple is not ruled back up to 5 in the same turn... for now, we will say Buildings can last level-turns before decaying (so in this example, the Cathedral V would last 5 turns before decaying down to whatever the Temple level is).If a province or holding drops in level, is it still able to support a building (such as School requiring Province 2, or any building requiring a holding of at least the same level)?

In that case, would the Cathedral V also only provide the benefit of a Cathedral IV until the province is ruled back up? Also, for the blessing of Teferi, can the new NWP be cross-class? Can it be something that naturally costs 2, like admin, law, intrigue?

Yes, it would only operate as a Cathedral IV until the Temple is 5 again.

If I pre-load my monolith with a contingent dispel magic, do I pay the costs now when loading the spell and get a refund later? Or pay the appropriate cost when the spell gets triggered?

I guess it makes more sense you pay some base cost now, and then rest when using it as necessary

You can also just have human children adopt the culture of whatever court they're raised in. Or go overboard trying to exemplify the culture of the parent whose court they weren't raised in, worf worf.
In Diaspora 1 I rolled a d6 for human and elf, or half-elf and half-elf, with 1 being human, 6 being elf, and 2-5 being half-elf. Or just 1-3 half-elf and 4-6 (human/elf) for second generation offspring of half-elves and others.
