This elemental child thing, does one appear for each regent or for each scion? Or is it more meta, and just once per domain/unlanded domain?

How does elves work for schools and gymnasium?
Thinking about the elemental child. It will take about 25 years for it to mature as an elf starting at 12 years(12=75, mature at 100 if you compare it with 12/16 for humans). Is he/she still to old to do school and gymnasium during those 25 years?
Samt for dwarfs to some extent I guess, who would be 30 when appearing and mature after 10 years.
