If they fail, you know who attempted espionage against you, yes. And you know what type of espionage was attempted.
There is no indication of what is left in your counter pool.

Does this mean that max limit on said province increases 1 step beyond max for the race?

No, it basically just counts as a virtual Granary level for that purpose. It doesn't change the maximum granary sizes, nor max province level.

How would it be determined who gets to be Tier 6 if there are several doing it the same turn?

It is looking like it will be determined in large part by in-game circumstances and opportunities, politics (divine and temporal), and war/conflicts to come.
