Since you can only have a number of building levels, equal to or lower to your Holding levels in a province, what happens if you lose or give away holdings and have more building levels then holdings after that?

They decay/collapse to fit the new max. If you are transferring provinces, you can transfer Granaries with the province though.

The effects of having a Seeming score is only relevant if/when you travel to the Spirit World, including with the use of Dimension Door, Teleport, etc.
