Coastal for coastal waters, deep sea for the deeper waters - maybe. It would probably eventually stay relevant for naval wars.

Yes, if you position a military unit in an unclaimed province that you have explored, and the unit arrives before the other party's settlers, you can prevent them settling the province. Your unit will be subject to attrition checks, and you cannot modify those checks without using a "declare war action" to support them with your leadership.Can I block settlers with military units?

Wasn't the range min 1 and otherwise equal to the shrine level? So the first level of shrine would not impact the range.

You can act in your province and in every province or sea zone it borders. Then when you build a shrine or put money into court like the old games you increase it by 1 for each shrine level or for each GB you put into court.
So no shrine and nothing in court you can act in your province and any bordering province. To act 2 provinces away you need +1 for Shrine. 3 provinces away you need +2. And so on.
