Mostly, I left a number of the buildings people already had last game. The Custom Houses because they were necessary to have proper trade route coverage in place, and others because they made sense.

Newer regents don't have buildings, as they did not have a background of already having built them (eg GB) and therefore have more options on what to build, but start without one.
