It could if it means fuel runs low due to severe cold, or if heavy snowfall forces everyone to stay indoors (stir craziness can cause attrition, too). It wouldn't be a common problem, if it's only in winter and only 1/6th of the time. But it might be better-reflected by random events, since severe weather doesn't normally affect an entire region at the same time.

So, what's the verdict? I like the more dynamic weather options. Since we know what the weather will be like before we turn our turn in, it won't require a whole bunch of contingencies. For those who are confused, you can just re-post the effects for that season in the turn announcement.

Updated severe winter to be easier to adjudicate, otherwise, I think the semi-variable weather overall would be good. The real effect is to make it less pre-plannable 2 turns ahead. Once I indicate what the weather pattern is for the turn, it is plannable. So it adds some random without making planning pointless.
