Thinking that ships should be able to add to the DC of a province being raided, if they are docked there.
Eg, if you have 5 longships in the province, it would increase the DC by 5. Or maybe by +3 per war-ship you have in excess of the raiding ships sent.

For naval raids it makes sense. If you have 2 ships and raid someone with 10 in port...you're probably about to have a bad day.

It seems odd that having an infantry unit (or fifty of them) defending the province only increases the raid DC by 1, too.

Well, another overhaul option is to do
+1 per non-scout unit present, +2 per scout
For both sides.

Sounds good. I'd suggest to keep it so there's no modifier for levies, both to discourage 'mustered levies' from being used to fill longships, and to discourage players from using the 'levy province' option to reduce the effectiveness of raids (which should really backfire). Cavalry raids would still benefit from the movement bonus, though since cavalry are so expensive they'd only really be a good idea to use for raids because they could target provinces further away.
