I think balancing their cost is a potential solution.
Make mass destruct about half the price (5), and increase defection to at least 2-3RP/unit.

propably be easier to up the source demand then the cost. 1 means just about everyone wizard can do it everywhere. 3 means alot of leylines required.

Updated spells
Defection: 2GB and 2RP/unit (was 1 RP/unit) -- limited # units, can be dispelled, counter-defected, etc
Subversion: 2GB (flat), 3RP/unit (was 5RP/unit) -- no limit on #s, can be bid against
Mass Destruction: 5GB (flat), 5RP/unit -- limited # units, cannot be dispelled (after the fact), cannot be countered
Defection: 2GB and 2RP/unit (was 1 RP/unit) -- limited # units, can be dispelled, counter-defected, etc
Subversion: 2GB (flat), 3RP/unit (was 5RP/unit) -- no limit on #s, can be bid against
