Occupation: Reduces loyalty 1 step at time of occupation - the program does it in the background, I cannot seem to find where in the coding it is happening, not in the occupation action from what I can tell, and not in the loyalty tracker. I will check the province data section tonight, maybe it is in there. Maybe it reduces it a second step during upkeep phase (unconfirmed), but it should be doing both at once.

Occupation "fixed" to reduce by 2 levels, to simulate reduction to poor.
