So this impacts heirs, if the regent isn't dead?

Just another reason for orog practice of regicide when it's time for retirement.

Correct, if you opt to early-invest your heir, will impact that. If it didn't, every exchange would be called "investing an heir."

Is the cost paid by the giving party, the receiving party, or both?
