Instead of effects less..... BOTH versions of the spell should just have an increased RP and/or GB cost. And NO limit to the number of units that can be hit. You are cookie cutting mages to always only be able to do this much maximum damage. Should be based on RP stockpile so people cannot predict the worst case scenario when attacking somewhere that they will face wizardry.

I don't have a problem with ships being easier to destroy than army units. Army units can't be sunk, after all... it's easier to sink a ship than to rout an army. That said, it seems fair to make the 'number of units' a ship counts as when targeted by a spell be equal to the ship's unit capacity, so galleons will be three times as difficult to sink as longships. Even if empty.

The unit capacity seems reasonable. It should drive an effort to have increasingly large ships -- for to keep solely the smallest puts them at risk of being wiped out in a single tsunami of mass destruction.

Making the spells open ended is not a good idea. This will just result in that one spell can kill an entire fleet or army. You can send RP to the wiz and he kills everything.

Making assassinations more important than military strategy is probably not a good idea.

One spell should not be able to wipe out an army of 50 units just because 20 regents donated all their RP to one caster.

One army should not be able to wipe out one spell caster just because 20 regents donated 50 units.

Fortunately, that's... already how it is. Armies can't directly target regents, or even indirectly, through their sources.

It's not more important. It is an important part of any military strategy though. Failing to remove offending wizards, priests, etc. can lead to terrible misfortune. As with any strategy, applying all pieces appropriately is important.
