And compared to all other free actions this was the only one where you could remove a enemy pressens without failing. Yes it could come with a cost if you had other Holdings at max but a realm rule could get you back while the other regent had to use create holding and then compete or rule.

Reduce, not remove... Province level reduction (by any means) can never reduce a holding below level 0, unless occupation is used (with Declare War) to impose martial law so the holding can be destroyed with a war move.

Yep. The advantage of it is that it automatically works, and that the target regent can't spend RP to oppose it.

Turn 10
Province 4
Temple 1
Enemy Temple 3

Action 1:
Levy province
Province 3
Temple 1
Enemy Temple 2

Action 2:
Disband Levy
Rule Temple
Province 4
Temple 2
Enemy Temple 2

Repeat in Turn 11
Now Enemy Temple is level 1 and mine is Level 3


No contest effort needed.
Only outlay was for ruling temple up.
Morale loss countered by Leadership NWP.


Definitely was cheesy and I admit I happily utilized it after Graven lost holdings permanently due to internal levying for a war (wouldn't have known about it otherwise).

I would make levy province have lasting issues. Something like the level of the province is lowered by 1 permanently. The province owner could rule province next summer with a +2 per levy troop returned to their homes.

Also make the holding that goes down be random.

there is no real reason for that, and it would be so illogical. You could make wich holding is lowered random I suppose. Or make the lowered province immune to ruling for the remainder of the turn.

I would like to say make it immune to contests too for the remainder, but that opens up to another abuse, levying your own provinces to protect them from other people´s contests.
