Thats pretty had to manage if you can only increase your court by 1 each turn.

This is an interesting change. Does it apply to total members of an alliance (how to enforce?) or just to people who have access to a court forum?

Ah. I'd say that maybe 3x Court can attend an event, if someone wanted to throw a big party. You still need to be able to host such an event, and it makes sense that you need a substantial court to allow it.
