Hmm... with a court 10, you'd still have to pick two regents in the region to leave out!

Could the buildings that provide bonus court provide +2 for events.... Like a palace 2 would give +2 to court, +4 to events... cathedral 3 would be +3 to court, +6 to events... etc...

Cathedral and palace already provide a bonus to court (ie cathedral III or palace III give base court of 3 - for a total of a court 6 for only 3 GBs or Court 8 for only 5 GBs).
