Yes. Not all races have equal terrain modifiers.
Each regent totals cost up based on both terrain modifiers for the particular races. Apply relevant NWPs. Apply any magic items. This is your final cost. Compare the final cost to the other regent. Pick the smaller of the two sums (if you are foolish you can choose the greater). Split the cost by whatever agreement you both come up with.

Engineering and charioteering both reduce costs. One advantage of the guilder class is having extra NWP to take all the NWP that reduce build costs.
Personally if I am the guilder building the road to make a trade route, I just pay for it.

A purist Sidhelien realm with no guild presence has no need for roads, either. The armies ignore them, and source trade routes don't need them.

Source trade routes work by standard trade route rules I was told.
Unless you've multiple level 7 sources in which case it is source to source I suppose.

I assume it's because the goods traded between source 7+ holdings have such low bulk that vehicles aren't required. Though it would be cool if the trade moved across a ley network, somehow...
