Looks like it's changed. If you look at the first post here where he lists the change proposal and then just a very quick check of the Wizard Realm Spell page it looks like they match.

Cost:
1RP per 2 summon points, plus 1RP per 2 units (2 Stonecrown = 16pts, and 2 units == 9RP; 6 Irregulars = 18pts, and 6 units == 14RP)
1GB per 4 summon points, plus 1GB per 2 units (2 Stonecrown = 16pts, and 2 units == 5GB; 6 Irregulars = 18pts, and 6 units == 8GB)

Casts summon in Winter (3rd Action) (Duration 10 actions, ie spring to winter campaing season)
Requirement: Source 3
14 Summoning points (3 Gnoll Irregulars, 1 Orog Infantry)
Cost: 9 RP, 4 GB

VS
Warrior 7
(5 WP + 2 Educated + 2 Training Grounds & or Kit) 7 TP per action
Trains the same armies.
Requirement: 4 Provinces levels with at lease a Law 1 (and a law 2)
6 TP (1 remaining)
Iron Resource at Law 2
WP: sword, mace, hammer or ax
Cost: 11 GB + 4GB/turn Maintenance.


Notes:
Fighter is semi-optimized
Wizard is basic (no optimization)

Wizard ability increases 2/level (2/3 Irregulars per level)
Fighter ability increases 1 TP / 3 levels (1/3 Irregulars per level) can be improved by Training ground

Can spend 5 RP / GB of maintenance

9 RP, 4 GB Spent by wizard to attack in spring
15 GB spent by fighter to attack in spring (or 20 RP, 11 GB)
4 GB per season is cost of Fighters permanent units. (16 GB to not have to train/cast the following Winter)

Wizard gets +4 on War adventure to lead their army

Assumes: Summoned units cannot attack the actions summoned
