Settler Rules

Can I please get clarification on how the Settlers rules work for this iteration of the game?
Can you use them to raise a province from 0-1 or 1-2, or are they just for changing race/alignment of a province?

They can definitely be used to settle a province from 0 -> 1 (not currently applicable anywhere) or 1 -> 2. I'll let someone else find Juan's most recent answer re: changing race/alignment - I'm pretty sure that came up in the questions thread (where this probably belongs?).

The rules for settling are in Rules -> Actions -> Settling Provinces/Settlers. Note that the DC is easier than for ruling province.

I believe Juan has also said that transfering settlers between regents requires an investiture action.

Settling can be done in spring, summer, or fall, but not winter.

You need 1 settler for 0-1, 2 for 1-2. No amount of settlers can raise a province above level 2, unless that's changed for this game (in which case it requires 4). Provinces of level 1 or 0 are likely to cost the ruler more than they're worth to protect and maintain, so the settlement rules make it easy to get provinces into that sweet spot, where the land itself is worth fighting for.

But for a reasonable price, Pyroneous can be hired to blast all those crabs, then resurrect them, hopefully as a different race which CAN be used to settle.
