But how much did some Wizards even gain? Some have ruled maybe 3 holdings, worth a bonus of at best +3K XP, maybe. Some have ruled 30+...

I would apreciate the following reguilation, Prio from top of fairness for everyone:
1. change retroactiverly from turn 0
2. every wizard can do X rule actions with the double bonus before the bonus x2 is cancelled for him- X will be the number from the one wizard, who has done the most rulings till now
3. let the bonus in the game till end
4. ...

If its not easy to fix(to much work to do) Just keep as it is, but take the bonus out.

It's basically impossible to have some ppl get dbl XP and some not, it is just a flag in the code that said if secret holding XP = 2x XP.
I have already removed double XP from the coding for secret holdings.

If you removed double xps from secret holdings, that mean you also will not get more exps for other secret holdings which have harder DCs?
