It's not complicated for each wizard player to calculate how much XP they got from ruling sources. If, for example, you ruled five level 1 sources (or other hidden holdings) to level 2 and two level 2 sources (or other hidden holdings) to level 3, but failed to rule the other 3, then you know you earned 2x(5+3)x500+3x2x500 XP=11,000 XP more than you should have. Easy peasy. Subtract that and it's like things were never broken.
This does depend on trust, but so does fixing any other mistake in your turn report.
Juan has to manually go in and validate. Too much trouble.

If you need another point to consider no xp.
Short lived races have limited use for it.
It makes the DP xp purchases massively devalued.

No, he doesn't... It's better than doing nothing even if literally every wizard makes a mistake. There's no way to gain XP from this, and as long as at least some who got extra XP subtract at least some of it, it'll be closer to the way things were supposed to be. And I don't see what the incentive is to cheat over something this minor.
That's an argument to do nothing, yes... but there's a minimalist solution that doesn't require Juan to do anything but subtract an amount of XP from those who ruled hidden holdings, determined by the few who did it.

Just leave it as is. Wizards getting an early level boost that has tapered off isn't a big deal in the grand scheme of things. By turn 10 I will have made more "Bonus XP" from building 10 things a turn anyway.

If ruling level 1s to level 2s was the only thing they did, it would be x1000, not x500. So it could be double that without taking away any XP that was supposed to have been awarded.
I don't see how just resigning to fate is better than trusting the players, but at the very least we shouldn't deliberately 'fix' it by subtracting half the minimum amount...
