I'm all for halflings being able to move anywhere with a 10% cumulative chance per province crossed of running into some bad shit and suffering a 1d100 percent attrition rate if they run into something. Or something like that.

All their speed moving through the shadowland is lost during second breakfast, elevenses, Luncheon, Afternoon tea, Dinner and supper.
