I am not parsing this properly I think.
If I have a level 1 cathedral and a level 1 shrine in my capital, I would get 0.2 virtual levels, rounded down to 0?
A level 3 cathedral and level 2 shrine would provide 1 virtual shrine level and 1 virtual temple levels? Or 0 since temple level would be 0?
Can you go over your temple cap, for example with a level 2 cathedral and level 5 shrine, creating 2 virtual temple levels above your already capped temple?

Ah, so the virtual shrine/temple level is meant as counting towards the "faith power."
It basically adds a few extra temple/shrine levels to your faith's power, for meeting thresholds. Up to 10 extra at Shrine 10, Cathedral 5.
