If you take all the good schools of Wizardry - you are a Wizard with full Plate and better HP and due to WIS bonus to spells/day you actually end up with more spells even than a specialist wizard - it's only the theoretical loss of level 8-9 spells.

It should not be possible to cast wizard-spells in armour imho.

On Population: bear in mind that province level is not just the number of people in the province, but their prosperity and ability to contribute to a levy. You can have a province 1 with thousands of itinerant farmers and no system in place to govern or levy them to much degree. You can also have a level 2 province that's a military mining camp, producing much more wealth and better able to organize a militia with just a few hundred men.

Population growth is a game mechanic, not a simulation.

Yes, a level 0 province can have more people than a level 6 province, if the level 0 is populated by tribal nomads who are busy fighting each other and the level 6 is inhabited by a mercenary war machine. But we don't have to consider the population estimates to be concerned about population growth when it's so rapid provinces can go from level 1 to level 6 in only 20 turns. Even with turns being 2 years each, that represents a frontier settlement accumulating the equivalent of centuries of development in only one generation.

Another (potentially even more lore-appropriate) way to balance it would be to have diebacks from events or strife be more likely and common. In the past few games, it's been surprisingly rare for provinces to lose levels, even when rebellions and wars were happening in them.

Another solution might be to have the time scale of the game change sometimes. What we're used to could be 'a time of growth', while a second mode could be 'a time of strife', during which the rules change to make growth much more difficult, and conflicts able to play out more quickly.

This is where it comes back to DM fiat needing to ensure each religion is thematically sound and acceptable.

Simply because there is an option to point buy abilities does not mean they all should necessarily be approved and allowed.
