When you use the NWPs to reduce attrition, do you acctually have to roll the numbers you have or is it auto succeed? I have never seen any attrition rolls in previous games.

Your province + fortification levels provide a garrison space for armies. If they are not moving no attrition check is needed.
Exceeding the garrison capacity, marching, or sieging/occupying would result in a check.
Based on the ruling for blocking settlers, to apply NWPs in order to reduce attrition requires a 'declare war' action

I believe they should lose their bonus to saves (actually now that I say that, I am not sure BR Halflings had the bonus to saves anyway) from CON. They were supposed to represent their resistance to all things magic, because they couldn't use magic.

But then maybe Magic items dont have the 20% fail chanse for them?

According to the BR Rulebook, halflings have the bonus, but only elves, half-elves and blooded humans can be wizards.. (and to be complete, only humans can be magicians according to those rules)
..so having both seems a little extreme when considering saving throws.
