You cannot move the shrine. You can, like Palace, start a new one somewhere else, and use it as your capital. You would be knocked back down to Shrine 1 and have to rebuild it, though.

Can resources be used to help speed builds of shrines?

And does increasing shrine count as a build action (i.e. since # of build actions available is equal to shrine level + 1 -- if you are building a shrine it would preclude other builds in Turn 1 or not)?

Also does religion (makes sense) or engineering (kind of makes sense) reduce the cost of the shrine build?

Shrine cannot be reduced in cost, doesn't count as a build slot, and resources cannot be used to build it.

You start with no Shrine.

does that mean, you have reach 0 and can´t adventure/explore till you have shrine 1? And you can only build 1 building so long shrine is 0?

I'm not sure if that's true, but being unable to explore (and therefore, unable to adventure) until a shrine 1 is built would be good for game balance, in my opinion. Though those who are not pinned down at all (like, non-domain characters) would have no such limit.
